How much HP gain?
I just wanted some help doing to math considering I have no idea how much HP any of the following gives me:
Injen CAI (Running it into the bumper)
CA 1.7 primaries w/2.25" collector
Custom 2.5" exhaust from the header back (no converter)
wize 4" N1 style muffler
B&M Shift+
So how much of a gain would I experience with all of this from 148 stock HP?

Thank you that's all I needed.
well from what I have gathered I don't need a tune until I do something drastic like change my throttle body to a 2.4.

yeah that's what i was planning and supposedly it helps with the higher end of the cobalt more than the lower which is great cause 4 cylinders are just horrible passed 100 mph
AFAIK that is the truth. With the options available for older 2.2 cobalts, many people have come to the conclusion that its more cost effective to tune once after all of the hardware has been installed. (certain mods require a tune while many common and basic ones do not)

Def get a Trifecta tune. Don't install the shiftplus. When you get a Trifecta tune, it'll do the same thing as the shiftplus. And as a bonus, you won't have to splice into your transmission wires. I've had some bad experiences splicing into powertrain wires with other cars. I've never tried it on the Cobalt.........and Never plan to.

Get Trifecta.. You won't need Shift+

I believe he is refering to a long tube setup since you have already deleted the cat. Check out the Vibrant Long tube. The runners are a little big but they will help a little more on the top end.
Also the shift + isnt going to add HP, it will just get annoying if you keep it on stage 2 durring light acceleration, I know, I have one.

Check ottperformance.com I think they have a vibrant setup for sale. I know TTR does but I really dont like how they come out with "Custom" parts when they really dont do any R & D, they just copy competitors.

It appears that you need to lower the car...lowering springs...take your pick....Progress, Eibach (Pro kit or Sportline), H&R, Pedders. You can go cheaper like SSC, Zenn, Tenzo-R, but I know nothing about those springs and don't personally recommend them.
And if you have the money to do it, get some SS/TC struts and shocks...that way you can put the springs on the struts and install as a complete set...same with removal of the old ones....makes it quicker. Wish I would've done it that way.
What exactly is it you're talking about? I know the intake and full exhaust will help economy and the tune will as well, but the 2.4 IM will not. Not sure if it will make economy worse, or keep it the same, but it won't improve from it.

Well the 2.4 IM would allow for more air to get into the engine therefore it should increase economy a bit too. I would get a tune with the 2.4 IM though cause you'll see even better gains and economy with it.
uh. . . the op states nothing about a 2.4 intake manifold. . . not sure what your talking about lol.
