if you're looking to bump the rev limit up to 7800-8000rpm the stock balance shafts are not really going to be all that helpful at that point. personally i wouldn't do it as the balance shafts were not designed for that type of performance hence the reason why the guys looking to spin up to 8000rpm get rid of em.

zzp does sell the neutral balance shaft or there are other companys with either the neutral shaft or a shaft delete. be wise and go with the neutral balance shaft. the engine must be removed from the car to do the balance shaft swap and vince can do the tune for the rpm bump.

i'm using stock and my redline is 7000rpm. i don't ever plan on spining to 8000rpm so i won't have a need for cams or neutral balance shafts.
you don't have to put the neutral balance shafts in your car before the stage 2 cams. that being said, if you don't use the nbs you will risk your engine by spinning @ 8000rpm to take advantage of the power shift that the stage 2 cams provide. in which case i would not reccommend spinning the engine that fast on the cams alone.

it depends on the cam grind and how aggressive they are. But since he's blown, they should help again depends on the grind where the power range is. Some have said it affects the drivability of the car, but i cant say anything for that since i still have my stock cams on a mostly stock cobalt.

And that stage cam should be helpful don't know the flow characteristics of them, but when you find the power ppl like to hit those ranges

they are a good cam. but when you're making power up to 8000rpm, it makes no sense to set your shift points and rev limit lower then the point where you are still making power. but it makes even less sense to spin the engine faster with certain restrictions still in place.
sc and tc debates are always biased. personally i want a dd sc'd civic so i can gut my cobalt, drop in a roll cage and go all out on the suspension.
