surging and misfire issues

i recently did a full motor rebuild and installed a zzp turbo kit. number one i hear the turbo fluttering, and number 2 the bov bleeds off very slowly(is this normal?) my car surges at idle but when i get over 2k rpm the car revs perfect and the car throws a p0300 misfire code constantly. the other issue is the car runs incredibly rich, i datalogged for vince 4 times now and the something still isnt right so is it the tune or something else?

Could be tune, if too rich it can wet the spark plugs to a point where they won't fire or hard to fire. Compression test? Is the BOV adjustable? If so loosen the spring pressure a little to deal with the flutter. I see this every once in awhile with low boost set-ups. Whats your spark plug gap? Are they stock range or colder?

1 step colder plugs...compression us perfect...plugs are black and I am set for 10 odious...Vince tuned me 4 times and I am still running the same so idk wats up

too much fuel will cause the misfire. I had this issue when i initally went to 60's. your plugs are probably fouled out.
