That kit will work but the parts are extremely cheap and may not function correctly or for very long. If you want cheap performance i would go with a supercharger kit from a member off of here, they are much easier to deal with and they can make more power than your motor will support.
For tuning youre limited to trifecta tuning only unless you plan on going stand alone which it doesnt seem like thats for you.

theyll send you a box that youll use to log the car after the turbo kit is installed in order to get it tuned. i havent heard of anyone using an ebay kit on a balt, or on any car really.

I'd return that eBay kit if its not too late, and eat the shipping expenses. Otherwise, re-list it
Your best bet really is getting a M62 supercharger + aux. parts off an LSJ cobalt. It will bolt right up.
I'm not even sure if Trifecta can or will tune for that fleabay kit. If they can't, then you're really outta luck.
