I wouldnt use that. I think PVC has a melting point right around 100C. And I think an engine bay can get REAL HOT. I am unsure how hot an engine bay get, but I bet the heat from a turbo doesnt help.

At some point the PVC pipe will be slowly vaporizing from the heat. I am sure the engine can combust this vapour...but it should worry you a bit. Even dashes made of PVC get vaporised from the heat of the sun glaring on them. Engine bay is going to be alot hotter.

Why cheap out on such a thing?

The biggest thing is heat transfer. This is why most people use alluminum tubes for intercooler piping because they can transfer heat better rather than absorb and hold heat over long periods of time. If anything, if you want to go cheat and weld it together, Mild Steel works perfectly fine.
