TOP speed for a Stock 2.4
Adding an intake and stuff like that won't increase your top speed...the speed is regulated by the duty of the injectors and when they cut out...also, aerodynamics also take part in what the top speed is...drag restriction...
The pirelli p-zeros were w-rated from the factory I thoguht...
I have hte SS/SC rims now iwth the SS/SC stock tires wrapped around them I believe they are z rated not 100% sure though so don't quote me =\

Tires won't affect your top speed, nor any mods short of a flash or new chip. The rating on the tires only allows you to go a certain speed safely (the speed rating on the tires gives the approximate speed at which the cetrifugal force on the wheel will begin seperating the tire from the wheel). Mods (bolt on's) and aerodynamics won't increase your top speed, only how long it takes you to get to the top speed and the safety/handling at that speed. My Stage 0 SRT-4 has a top speed of 138 on account the governor won't allow my car to go any higher. After i got a new chip (Stage 1), my governor didn't cut me off until 160, which is redline in fifth gear. Hope this helps.

The SS/SC has W-rated tires. They are good for 168 MPH. The Cobalt SS 2.4L has H-rated tires that are good for 130 MPH. Any tire that is speed rated to at least 149 MPH is considered "Z-rated".
