It's not meant to look like that with the lights on. I was thinking of doing something similar to that but red. Hook it up to a switch so you can regulate when it's on.

Just don't drive with red lights on the front of your car, or with any blue lights anywhere on your car. Make sure that you only use them at a show or when parked. It is agains the model traffic code that most states follow.

Wouldn't a fairly large LED do the trick? I mean, since it's accent lighting and ur not using it to drive or anything, I would think an LED would be better than an HID bulb. Someone make a set of retro's like this or modify the aftermarkets to do it and it'd be kick ass tho

Yeah they use LED's to achieve this look. I'm not sure whether or not one would be bright enough. I need to bust open my headlights to clean the inside of the lense anyway. Maybe I'll try it.
