HID Flicker? Video inside

I have a buyhids.com HID kit and I finished my retro, and now I'm discovering something that I think is a flicker. Any ideas? Should I give them a call?

Pull DRL fuse if you didn't already, make sure all your connections are solid. Try swapping ballasts and see if the issue follows it.

2006 doesn't have DRL fuse. I'll give the rest a shot

did you scrap the paint off before you put the bolt back in?

you shouldn't have to, My car didn't have any paint under that bolt at all.
