In North America since 1986, in Australia and New Zealand since 1990, and in Europe since 1998, a central brake lamp, mounted higher than the vehicle's left and right brake lamps and called a Centre High Mount Stop Lamp (CHMSL), is also required. The CHMSL (pronounced /ˈtʃɪmzəl/) is also sometimes referred to as the centre brake lamp, the 3rd brake Lamp, the eye-level brake lamp, the safety brake lamp, or the high-level brake lamp. The CHMSL may produce light by means of a single central filament bulb, a row or cluster of filament bulbs or LEDs, or a strip of Neon tube.

Funny you post this...
on my RL, i used vinal and cut out the words REDLINE for my RL 3rd brake light, and when i got pulled over for a ticket, i got a citation or warning or w/e for that.....is it really not illegal?

yeah, it doesn't matter. if you have tint they can screw you for that too, but people still do it. just dont be a dick to the cop when and if he pulls you over. that's IF he pulls you over for THAT!
I also have one on my 3rd brake light. I have never gotten pulled over or ticketed for it. I can ask to make sure (work at a place where a lot of cops come in). But i think i remember hearing about something where its only illegal if you cant see your brake light from 250 feet away. And you can definitely see it. But dont quote me.
I always thought that 3 brake lights are on our cars so as if one goes out u still have 2, as in a cop won't pull u over as long as 2 of the 3 lights are operational. As far as federal law of having 3 brake lights, your car was manufactured with 3 lights... therefore meeting the requirements. I put a crap ton of niteshades on my third brake light and not a single complaint in upstate new york.
im pretty sure range rover 3rd brake lights are in the rear hatch behind the factory window tint so you cant see it till you hit the brakes. i dont see how this is different, unless it blocks the light completly out.
edit: its the nissan exterra i was thinking of. its between the raised part on the left and the wiper blade.
