Its always wise to lower a car before you put aftermarket wheels on it. Get the proper stance first, then examine your limits for what kind of wheel/tire setup you can fit under there. Plus, as people said, a lowered cars with stockers looks better than a stock height car with fancy up-sized wheels.
Also, between the two springs you listed, def go Sportlines. The Pro-Kit won't give you a good drop at all. However, I have Sportlines, but I wish I had gone with either K-Sport springs, H&R Race springs or B+G springs, as they all have a slightly more aggressive drop than the Eibach Sportlines. Just some food for thought.

you wouldnt have to lower it first if you have already figured out or seen the stance on another car with the rims on another car, for instance the guy with the Rennen RC2 rims saw them on the car he bought them off of and went ahead and bought them cause he saw what he could do with them? just your choice really?
