I have seen some non-ss cars with only 2 tail lights that resemble a dodge neon tail and is not like the ss quad tails. is that the first year base model difference or something?

 

the neon looking tails come on a sedan, and the g5's and the cobalt coupe are the ones with the quads.

 

Thats the pontiac G5 youre seeing. G5 coupe does not have 4 tails.

Of the rear ends:
G5 sedan + Cobalt sedan = identical (wouldn't matter to the lot of you since there are no G5 sedans in the US)
All G5 coupes = two tails + reverse lights hugging the license plate, Sunfire style
All Cobalt coupes, SS or not = "Quad" tails

Not necessarily... what you saw were Pontiac G5 coupes which have the Neon resembling rear end. The Cobalt sedan's rear somewhat resembles the Neon, but much less so.
