specs of rust
This is COMPLETELY normal. I have had this on every single car I have had, and investigated it before. It is not rail dust or whatever people say, its just corrosion from the roads and little crap that gets on your car. I bet many of you have them, you just don't notice them because they are tiny. It only shows up well on certain colors (silver, yellow, white). On the Cobalt I notice it shows up more on the rear, especially around the tailpipe, so I assume it has something to do with exhaust. Whatever causes them starts out as tiny black specs, hardly visible to the naked eye, when you clean these off there are rust pecks underneath, they come right out.. IF you get them before they get deep.
I just wax them out with good wax and microfiber, it takes a lot of elbow grease. Detailer actually works well too.I had to use a claybar to get them off of my old ss/sc, it developed them all over the back when it was about 2 years old. You just have to keep your car cleaned and well waxed to reduce them. I notice if I skip waxing for a few months its always worse. I washed and waxed my TC wheels every month this winter and they still had teeny tiny rust specs when I did the spring cleaning the other day, they came right off though. It is a pretty common problem, just google it to see. It may also have a lot to do with what climate you live in.

Each summer I clay bar my car. I have a summit white cobalt, I get orangish specs all over the place all the time. I have posted this type of thread in the past and ask people and it pretty much came back to claybar the car. The claybar process takes a long time if ya do it right but it will remove the specs and leave your car looking like it came off the lot if done right. There is a how to around here somewhere I'm sure. The claybar 'kit' cost me ~10-20$ @ autozone I think.

If you see rust 99% of the time it's going to continue. The only real way to make sure that it never happens again is to grind it down to bare metal and use a bare metal protector like "etch" or ""epoxy" to ensure that it will not rust again.
PPG says that etch and epoxy will last up to 20 years. But this is a lot more work than most people will go through.

Rail Dust
I have this problem too. If it is the same as you describe. You need an acid wash. It's hard to find. I called my local Simoniz detail shop, and he knew what it was and does it. He was going to charge me $150 to do it along with a full exterior detail. Most people don't know jack about how to truly take care of their paint and don't even notice things that are, over time going to destroy their paint. They'll say "What specks? I don't see anything."
aggressive cor mild lay bar works the best for ridding of this stuff. i recently spent literally about 3.5 hours claybarring this white accord that hasent been clayed/buffed or anything in literally 4 years.......nightmare.......

They are cause from brake dust sitting on the paint, or rail dust. They sit on the paint, not in it or under it. It is the same as road tar or tree sap. The best way to get rid of them is to use a good quality clay bar (Meguiars Smooth Surface Clay kit is great).
The clay REMOVES the bonded surface contaminants from the paint, leaving a smooth surface to wax (claying then waxing gives you a smooth as glass finish). The rust spots will probably come back, as I'm sure you use your brakes. It is not because it is still rusting and you only hid the rust temporarily...
i agree with the rail dust, the dealership told me its covered under warrenty for 1 time to claybar it out, it took most of my specs off. But thats the method they use, claybar. as a few have posted.
my dealer won't do it for me because they said its only covered up to 12,000 miles. I bought my 09 SS/TC used with 15,000 miles on it and they were there then, I'm going to ask at other dealers i guess.
