Thats easily fixable if you have the right tools to do it. Grind the paint off around it and V out the tear so that extra material can be applied along the tear. You'll need to go to a parts store or auto body and paint store that have a clue and get a two part bumper specific repair epoxy so that it flexes with your bumper once it is done and painted. Your tear isn't huge, but for extra strength you can also drill holes along the crack on both sides so that the epoxy runs into them and helps create a better bond. Although not necessary, It's also not a bad idea to grind down the inside of the bumper and apply a coat of the two part epoxy to the inside of the bumper as well to make the repair stronger. And then of course primer it up(make sure you use flexible primer, usually sold in regular spray cans), sand it smooth, prep the bumper and paint or have your bumper painted. See easy . It's been about 8 years since I did bodywork and painting so make sure to ask wherever you buy the epoxy if you need anything special to prep the bumper before you put the epoxy on it because the agent that is used on bumpers to release them from the mold sometimes causes problems when trying to repair damage to them.

i work for a bumper remanufacturing business. the best way is not to butcher and patch the crack, but thermal weld the seem. Unfortunately the tools r expensive and will probably have to be done professionaly. trust me and dont patch, its ancient technology.
