I would recommend Pilot Automotive. Look them up, I've used their LED lights before and I used to have neon tubes on the interior and I've always preferred them. So check that out. I know they sell it at Pep Boys and AutoZone but I'm not sure where else.

I use www.oznium.com for anything pertaining to lighting. Haven't used it for underglows, but from what I've seen they have good products.
Just make sure if you're doing red that you don't drive with it on. I don't know the law in Canada, but in the US it's illegal to drive with red/white/blue or flashing lights on your car.
