What bumper is this
so some ******* crashed and messed up my rear bumper i took it to get replaced and this is what i got back. I feel as if its missing something do you know what it is?

That's the 2.4 bumper without the lower plastic part. Yes they ripped you off if you did not get it.

Well i has the 2.2 bumper they would only replace the bumper, my original one did not have a Lower lip

well look at it this way then, try to find that black plastic piece and you got yourself a cheap upgrade!
