I like the low rise. I don't know how a high rise would look on a sedan.... how about the 3 piece from RK Sport?

haha, "don't want to be a ricer" -so the first thing you do is toss a wing on the back. It's okay, just tickled me a little.
Really I'm in your exact same shoes, I'm just a year older with a newer model. The 07's have a decent enough wing on them, grab that maybe, probably cheaper than anything else, and alot more subtle.
IMO, Cobalts look very high, and have dinky little wheels on them. I'd grab some lowering springs, bigger rims, and low profile tires to help you fill out the wells with something shiny. Chicks dig shiny rims.

dude, I'm just talking the stock wing. Head to a chevy dealer and ask them about it! And heck yes, start by beefing up the guts of your car. Otherwise some kid in a civic will roll up on you and hand you your butt. I'd rather roll up on said civic kid when he's unsuspecting, and leave him staring at the stock wing.

If it were me I'd do wheels and a drop first.
BTW according to RK Sport the 3 piece spoiler will not fit the sedan, I've checked.
