Help Bi-Xenons

I have everything wired right, double checked with seller, he confirmed, when i flip from highs to lows i can hear something in the headlights moving so i know they have power, and my corner lights work fine but the HIDs wont fire. Only thing I can think of is possibly the wire that goes into the ballasts is backwards, but i think it only has a tab on one side making it only go in one way correct? kinda at a stand still, any help appreciated, trying to get this wrapped up before night fall.
Thanks

the sound your hearing is the motorized bulbs tilting, so maybe your bulbs are bad?

seller told me they worked fine when he shipped them, i doubt both would be gone, the headlights are less than a month old, is it possible yes, likely? no

hmmm, make a list of what you checked, so that everyone else can throw ideas at it. so wires are good, bulbs are good, fuses are good, wired correctly anything else?

i followed mikes how to correctly as i rechecked it multiple times to my setup.

passenger side the male plug is unplugged as directed.
ballast secure under headlight housing
harness plugged into ballast
ballast plugged in via 2 plugs to headlight
small plug coming out of headlight plugged into harness
grounded on passenger side.

drivers side
blue connector connected as stated for drivers side only.
ballast mounted under headlight and connected to harness
two wires connected from ballast to headlight
small plug connected from headlight to harness.
grounded on drivers side
relay mounted to fuse post on fuse box inside the engine bay

what does work:
signals and corner lights
when i flip from high beam to low beam via inside the car i can hear the clicking inside the headlights that its switching properly just the lights wont fire up.
