You may have installed them without even knowing. Sometimes they come already in place on the wheel so when you bolt it on you wouldn't even know its there.

If they are not there then it is definitely why your getting rumbles

Ok next issue. Groan. Car is down on power big time when i get on it it only boost to 9 psi and i smell fuel in the cabin. And GO!

 

Well doubt either would go hand in hand but low boost is probably your bypass valve.

 

Smelling fuel in the cabin would point to a fuel leak in the engine bay
