OK UPDATE:

if anyone is wiling to take the car as it stands with the 23 grand i owe on it and refinance it.. i will start an ALLOTMENT from my military pay to your bank account for 200 bucks monthly to help pay for the car.. i JUST NEED IT GONE that badly..
