^^ No, this is the artist not quite knowing what they're doing.
Inconsistencies like this occur from an artist who is unsure of his needle depth and/or goes through his linework too fast. The mistakes don't become too apparent until after the tattoo is healed, most of the time.
Also, those small gaps in color above the ear and hand are from his artist over-working the skin and scarring the client

^^ or that?.. I used vitamin e&d lotion on mine when I got it and it lifted the ink and made it look identical to that. basically peeled off like an old set of skin or a snake shedding, it was straight before I used the wrong lotion.
