Can you shut off the headlights when key off

I changed the settings to exterior lights off but when I shut off the car the headlights come on. Does this need to changed with a tech 2?

Park the car not running and put the key to the on position.
Hold down the enter and scroll buttons on your information display for a few seconds it should open up a whole bunch of new settings you can change involving headlights flashing when you lock car and things like that.
