will this work for fob programming

hey guys...i just ordered a new key fob off amazon. Because my dealer wants 75-80 bucks to program it, i really am looking for alternative ways. My buddy has a Actron Autoscanner plus tool, and i was wondering if this will allow me to program my key fob. Thanks!

Really, $70-$80? My dealer charges $50. A locksmith should be able to do it for like $40.
My locksmith has a tech2, but did use something else to program mine.. Forgot what it was..

Not on my 07. It works on older GM's(used it for my wife's 05 envoy) but the newer ones need to be programmed with tech2 or equivalent.
