2008 Cobalt LS TPMS problem?

I'm having trouble with the TPMS (Tire Pressure Monitoring System)
I go to the Driver Information Center and press the INFO and Set/Reset button scroll to the TIRE LEARN? option and hold the Set/Reset but nothing happens?
I tired holding it for a while, pressing it and nothing, no horn honk. It just times out. (I also don't have a keyfob my car didn't come with one from factory)
any suggestions?
