Dash backlight question

Are the fog light and dimmer adjustment knob supposed to be illuminated with the rest of the dash lights? Follow up, if they are not lighting up and should be, what do I need to look at to fix them? Also, my gauge cluster will not light up when I turn my lights on manually. They only come on when it is dark enough to turn on the headlights automatically. Is this normal?

You mean the foglight and dimmer button itself or the light indicator on the cluster?

Yes your cluster turns on automatically it is operated by a sunlight sensor, The sensor is the little black circular dome on your dash.
