what is it used for i dont see any difference when i press it if it matters a have a 2007 cobalt ss/sc

yes, when it's pushed in, hit the set button, and your cruise will come on at whatever speed you're currently at.

the cruise control on/off is a picture of a speedometer which is a gauge
and it is on the steering wheel, I guess it is technically recessed into the steering wheel so you could say it is in the steering wheel, not to mention the dimmer is a knob not a button, my money is on the cruise control on/off

o... well in that case, mine turns on the boost, if your's doent work that way, take it to the dealer an bitch about some TSB's

As others have mentioned, that is your cruise control button. You must use the set buttons to the right of it to actually set the cruise control speed.
