IMO, there's no hard rule for shift points. It really depends on what lies ahead.

Uphill on-ramp? Take it a little higher up to prevent bogging (which will murder your clutch and gas consumption).

Going downhill? A quick, short-shift.

Exactly. The joy of owning a manual transmission equipped vehicle is being able to select when and how you shift depending on the driving conditions. When you are day to day driving on a flat surface you want to shift at an RPM that keeps you from bogging (being too low of an RPM) after the shift. The general consensus for the Cobalt is that the clutches need to be shifted at or above 3K RPM's. I have not had any issues shifting slightly lower than this mark but you don't want to go much lower other.

Racing shift points depend on what you are doing. In an autocross it is unlikely you will shift more than just going from first to second and the timing of that shift is very course dependent. Some guys will bounce off the rev limiter a bit if they feel like it doesn't make sense to shift until a later point on the course.

I hope this helps.
