check your connections again, probably a bad ground (where did u ground?) if you're getting static.

Do you have a relay harnerness?

Sounds like your ballast is grounding. Did you wrap them in elect. tape?

i just pluged the ground pin into the ground on the stock head light harness and the power the same way and no didnt up electrical tape over that just a shit load of grease but i didnt cut any wires so do i need to tape it

There's a bunch of wires going up to a square box, that's your relay. My suggestion would be to go find a new relay at radio shack or what not (no more than $5), pull the old relay out and put a new one in and then take some electrical tape and starting from the top of the relay wrap the tape around the relay and down to the wires going a good inch or two down the wires.

It sounds like your relay is getting full of water, make damn sure that the relay is pointed down too. Same goes for those little LLED's if you have them, wrap electrical tape just below the top of the bulb (so it just barely doesnt cover the light output) and wrap it around down to the wires (past the rubber boot), that'll keep them from shorting out.

Also this post isn't 2.2L specific, it's an electrical question, pay attention next time. If this was in the 2.4L section, I wouldn't have seen it, I really only search 2.2L and Electrical.

If I were you, I would get the new relay like mentioned before, and then while you're in there tape up your ballasts so you WONT ground them in the future, and i'd tape your relay boxes too, to keep out water, if that is, indeed, the problem.
