the 2nd one is far from hpt. basicly, its a windows based scan tool, these systems are becomming more common in professional shops. they can be more versitile and can offer more fetures than a hand held scan tool.

the first one looks like a bluetooth wireless version of the first. kinda cool, but keep in mind that european OBD and north americal OBD II are not the same thing. the plug is the same, however you will only get basic functions by mixing them (for my snap on scan tool at work we had to buy special european software and connectors to get it to comunicate)
