Hi,
My '09 SS/TC is the first car I've owned that did not come with insulation attached to the hood. I'm not disappointed, but it makes me wonder why some manufacturers put it on and GM doesn't, at least with this car. Older Chevys I've had came with it.
I'm sure the insulation keeps some heat away from the hood, and in the winter it might help some if the engine's running and the car is stationary, AND the ambient temp is way below zero. As far as protecting the paint on the hood, I'd think a black paint job would get hotter just sitting in the Southern sun than a white paint job would get from running without insulation. Regardless, what's the point of the insulation?

SS/TCs don't have the fire blanket under the hood? My SS/NA has one and I thought the SS/SCs had one too? Might be a weight-savings or cost-savings thing that they did on the SS/TCs. *shrug*
It is primarily there for sound deadening and a half-ass fire blanket. It does nothing really for protection of the under hood paint through from ambient engine temps... your paint gets hotter sitting in direct sunlight than it would from engine heat (Unless your engine was on fire... but you'd have bigger problems at that point).
