Is this a rip off
Last night was in the 30's. Right now it's 55. When you live in Florida that's COLD. Where I used to live in NY I'd be shoveling my driveway in a T shirt. You can definately spot the FL newbees. They're the ones wearing Bermudas in temps below 70.
OK I braved the elements and went outside and got my owners manual. This is for a 2009 but is probably the same for previous years. Look on page 2-18 "PASS-Key III+ Electronic Immobilizer Operation". Hope this helps.

I would try to make a copy first at a cheapy place and see if it works. At worst case you will be out 5ish dollars.
All three Cobalt I've had key copies made all had PassKey and had the little "+" on the OEM key. Each of them open doors and start fine with a cheap key copy at a hardware store with a basic blank key.

I don't even use my fob. lol. I just manually push down on the knobs and i'm good. If I push the door lock button, the horn chirps when I unlock the door. So I do it manually. I know it's dumb, but I've just gotten used to not having a fob with my other cars. After the battery died I stopped using it, and even after I got a new battery, I still don't use it. It's not even on my key ring. lol

i thought all newer cars were chipped. My dad gets company cars, and this one time we went down to Ohio and he lost his keys so we called a locksmith to make a key. Standard metal key w/o a chip worked
Yeah, the people that have never made a copy of these keys are the ones saying you need a special key or some type of relearn.
