I believe it started in 08, especally on the TC models.
In the TC you can turn it off, turn on Competitive mode, or turn off everything (Traction Control and Stability Control). The bad thing is that it leaves a light lit on the dash while you drive that way.
There should be a button to turn this off, mine is on the right side of the wheel near the key.

ok, there is a trick to turning it off. After you turn the TC off, press the button again and hold it for 10 seconds. The DIC should flash saying the ESC is off.
Well, this is how it works in my 09 SS, I am not sure if the other models are that way.
And yes, I have snow on my car now, the snow tires are in the basement with the new wheels in the garage. It will be a fun drive to Akron soon for work, unless I take the truck. The truck is a gas pig and needs gas too.

I run my stockers as snow wheels. The gunmetals are junk and just chip too much.
About a year ago, Tirerack was still selling LM22 Blizzaks, and they were only about 120 a piece at the time. They're not selling them any more though =(
They work amazing. Last year when we got hit hard with snow, I had no problem whatsoever. Blizzaks = Driving a Cobalt with Cheat Codes on.

The biggest problem with getting the snow tires for the 18" TC wheels are the price. I also bought the LM60 Blizzaks, which are even higher. Another thing that sucked with the snow was when it would pack into the wheels. It made if feel like a really bad balance job and it would really bounce. I would then have to stop and clear the wheels of that nasty road snow.
With all of the snow that we had last winter, I drove my car in all of them except for 2 or 3. Then I took my truck due to the amount of snow. I know the Cobalt would have made it, but the intercooler would have been full of snow due to the amount we did have.
Ya Wambo, you will need that in Warren. I know that they don't always clean the roads that good. Oh wait, that is for all of NE Ohio. The roads down here in Medina don't get that good unless it the main ones.

The more the merrier! Haha.
I've thinking about setting up a Nelson's Ledges meet with Dirty25RS this coming spring.
For those of you not familiar, Nelson's Ledges is kind of a cheap road course in Garretsville. They, unlike a place like Mid-Ohio, have open track days and it's actually relatively affordable.
Might start gauging interest in that come around Feb.
