Can't find answer to one of my questions anywhere. On the high rise spoiler, on the side where there is like a squareish cutout, is that piece removable? I wanted to paint it.

Yes, they are removable and held on by adhesive. Heat them up with a blow dryer or heat gun (don't get them too hot) and use fishing line or a credit card to cut through the sticky tape.

Well turns out the cobalt isn't as good as my old Vw in the snow. It's spending the night at the bottom of my driveway 😩

Also where can I find used parts other than Craigslist and ebay? Looking for a used intake since I see no reason why they are $250 new.

Their $250 new because cheap intakes don't work with these cars, they're really finicky.

What tires are mounted? Snow tires or good tread on an all season should do great in the snow, especially if it's a LSD F35.

Another question, on the left side of the engine bay is there supposed to be a coolant resivoir behind the windshield fluid thing? Mine seems like something is missing there and when I look at pictures of engine bays I see some with one and some without

That's an option B tank, it's a common mod that keeps air out of the heat exchanger and helps lower IAT's.
