I don't have nitrous on my Cobalt, but I do have it on my GTO. The feed line can be installed either way. I ran it hidden through the interior of my GTO, but some of my buddies ran it outside underneath the car. Just make sure it's securely ziptied up out of the way and that it don't rub on suspension parts. If you go through the interior, it should be a single line with no connectors (potential leak points).

I had it in my cobalt. I drilled a hole on the upper side of the spare wheel well. I then ran it along side the fuel lines into the engine bay. Had it there several years no issues. Not sure you want to run it inside just in case it burst or leaked.
I also put some rubber bushing in the hole so it wouldn't chafe the nitrous line. Never had any issue with water or the elements getting in there.
