The "User CP" tab and in there it says "Edit Signature" and then just add from there. Do to a quote from something somone posted, click the button you would do to quote someone's post ("QuotePost") and just copy and paste it into your sig.

Somewhere if you click on "user cp" it says "Avatar" or something and in there you can change it. But it sucks cause the pic has to be 100x100 pixels or less, so you'll have to shrink the hell out of whatever pic you want to use.
