So the h11 fog kit, is that just the bulbs or ballasts/kit?

 

I have listed each of the items separately just in case somebody wanted to buy just the bulbs or just the ballasts, but for a kit, you will need the bulbs and ballasts, and if you want to have direct battery power to them it would be a good idea to add the harness which will help.
