Haha I call first dibs! If I'm correct, I think that it is kind of like a sway bar... it pulls both sides of the car together to eliminate body roll? Maybe i'm wrong...... I don't know.

 

It connects from the bottom seat belt bolts then the center had a nut with a special wrench that you turn and it either pushes the ends apart or bring them together. For ridgity of the chassis

 

To my understanding these are also very nice if you want to run a 5 point harness to keep your ass in the seat!
