yes he does. I was weary when I saw a brass fitting without any glue installed in the endplate via drill and tap, but it is tested to 36 PSI leak free. I have a rubber-tipped air compressor and put it over one of the middle holes, covering the other. duct taped a small rubber bounce ball on the brass nipple outlet. put a bit of soapy water in to see if it'd bubble out any spots but it didn't, it held up until it shot the rubber ball into the wall. Damn thing was bouncing all around my garage, I was impressed.

I did love that mount on the LSJ, that car really needed it and it performed well. The TC doesn't need mounts really. GM did a decent job managing wheel hop utilizing traction/launch control as well as stiffer yet non-vibrating mounts, hence why I never put it in.
I guess I'll see if I regretted that decision when I burn through my lame-ass dealer-installed summer tires and get some sticky ickys on there!
