What has to be done to get them running? You said something about the relay harness not being finished.

 

You either need to to do some finishing touches to the wiring harness(cut to length, tape/loom all the wires together, and install a main power fuse.) or just get an HID bulb/ballast kit. All the wiring and ballasts and bulbs you need are here and in great shape they just arent at the plug and play stage yet.
