I'll help you out on the tuning man.

Forza 2 rough tune generator

Go to that site, scroll down to the SS/SC, click on the weight and enter your cars weight, set the down if you are using the forza front and rear (set it to 0 if your not), choose the suspension feel (Softer is least twitchy, Stiffer reacts quicker), cornering style, and brake type, and that will give you some good rough starter numbers. Tweak those numbers until the car feels right to you.

It will not help you with your gear ratios, though if you need some help with that message me and if I'm in a good mood I'll give you some rough numbers to work from.

If you change your car's drive wheels, then this little rough tune generator won't really help you anymore. Meaning that if you stick an RWD LNF engine (which is how I got 540hp/459ft-lbs/RWD) in your cobalt will totally change your required tuning setup.

Some of my best tuned cars (the Viper & Skyline for example) are tuned totally differently from the rough tune generated by that site. As I said earlier, it's good for a rough starter tune only. The brake and tire pressure are really rough, since their the same on every car depending on what options you pick from the top. It takes a long time and a lot of testing to get peak brake settings and should be done after you finalize all your other suspension tweaks since those will change how your car reacts during breaking.
