It is Vista.
I like the OSX tool bar, and I'm running Rainmeter for the clock, and weather and system specs. I am also running desktop coral so when I maximize my windows they stop just above the tool bar, pretty nifty.

Also I don't like clutter, and I'm trying to minimize desktop use, I like everything being just right there and upfront.
