I have a 2009 chevy cobalt LT and my RPM levels go up and down when I drive, what can this be?

What gear are you in when this happens? Remember D is for Daytime driving, N is for Nighttime driving and R should only be used when Racing. Using the wrong gear at the wrong time can lead to fluttering RPMs do to inconsistencies in the sun or moonlight absorption.
