Every Valve seat leaks? Weird

So im building an engine for my car and when rolling it over by hand with a wrench, i could hear air escaping somewhere. I sprayed cleaner in each port and watched as i rolled it over. Every time the piston came up, every valve was making bubbles in the port. Intake and exhaust are both doing it. I find it very implausible that every seat would be worn out or that theyd all be bent. I pulled the head myself from a junkyard car with unknown miles. Im thinking maybe some carbon or dirt is holding the valves slightly open? The ports were really nasty when i got the head so i cleaned them all out but im wondering if maybe some of that dirt is causing this issue. what do you guys think?
You need to clean all the valve seats, not gonna have good compression if you run it like that.
Pull the head back off, if you have the tools i'd pull the valve springs and lap the valves in. It's possible it's just crud on the seats but unlikely on every valve as you said.
