frozen shifter?

frozen shifter?
I do be leave the problem is going to be the trans fluid but i want to make sure. I live in Michigan and recently when i start the car it is hard moving the shifter(even in neutral) its not until the car engine bay gets to a good temp that it starts acting normal again. Any ideas?
