No boost

I am having an issue with an 07 lnf.
The thing will only boost to 6 psi at around 4500 rpm. It will not build any boost until 3200 or so.

It has no codes and I have loaded the factory tune in there to see if it was tune related.

About a week ago I had an issue where the wastegate got stuck open, fixed it and put it back together and worked for about a week. However the wastegate wasn't tight enough and the bolt backed off and it lost boost. I put it back but the boost never came back.

I tried adjusting the preload ECT and nothing no changes. I checked for boost leaks but nothing and my fuel trims are in point and no codes. Also with boost leaks you can hear the turbo spool but this turbo is silent. Feels like the wastegate is open.

Would a bad wastegate solenoid cause this on this motor?

They didn't put Lnf motors in 07's. 08 was 1st year.

A bad wastegate solenoid could cause that, or you need to preload the wastegate rod more.

Took the coldside of the turbo off to replace the solenoid.
Replaced it and still no boost. Checked For leaks and no leaks and the turbo doesn't make any noises ask if was actually making pressure. I also checked the forge bpv and it seems fine. Removed the vacuum line from the wastegate so it never opens and no changes.

I have a strong feeling the wastegate flapper in housing is the issue.

Just did another boost leak test just to double checked and nothing.
I am stumped.

It's not an exhaust leak because my fuel trims and afr and are fine.

.edit. It was the wastegate falp
