P0340 and P0341

Stuck on this on my buddies car. Got codes for p0340 and p0341. Camshaft sensor and the circuit. 06 lsj
Has a new sensor on it. Wiring is good. Replacing the harness anyway though.
Did the timing chain. Still nothing. Car hits limp mode around 3200rpm when it decides to start.
Prior to this, he was driving home and hit some water in a storm. Car did suck up a bit of water. Didn't have this problem until he got stuck in the storm though. Flushed the oil a couple times before driving the car.

Currently the car won't start. I drove it to put gas in it after i did the chain, all was well (besides the cam code). Got the car home and it all it does now is crank. Confirmed again the timing is right. It has fuel pressure. I'm really at a loss. Would the camshaft code cause it not to start? I tried unplugging it, and it still only cranks. Ive thought about the crankshaft sensor. But that throws a separate code as far as I know.
Could the cam itself be bad? I really dont know what else to look at. Unless its a pcm issue at this point.

Make sure the sensor is timed correctly it can cause a no start iirc. There is a how-to around here on it.
