I saw several threads with this same problem. Steering wheel shakes (very hard) while moving. I can feel it in the pedals too. However, unlike all the other posts, I feel it at all speed (gets worse the fast I go) and even when Im coasting. My first thought was wheel alignment, since I removed the front passenger tire to do the airbox mod. I removed and replaced this tire twice today, it seems fine for awhile, then starts up again. I think I did a good job on it, but this makes me wonder if Cobalts require special tools, expert knowledge, etc to replace a tire...

Do you hear any noise coming from the engine? If one of the pistons isnt fire correctly it will cause the engine to shake which will then cause the steering wheel and pedals to shake. Have you changed your oil recently?

It wasnt the engine. Sound was the same at any engine speed, idle or rev. It did speed up and worsen the faster I rolled, so I was sure it the wheels. Turns out my front driver tire separated. On my way to the tire shop, the tread ripped off...on the freeway. Ive had this car just over a month now, full warranty, and the dealer refuses to do anything. Oh well, time for new rims...

I'm starting to notice this on my cobalt but it only shakes when I brake. I'm assuming this is a allignment issue and I was told to get a 'high speed allignment'. any suggestions?

Check your rotors / brakes.
Cobalts are notorious for warped rotors.
Which is the same for the OP.
My rotors were warped...therefor made my brakes prematurely fade due to the uneven surface.
GM will NOT warranty this, as they consider it from 'wear and tear'. AKA getting the brakes/rotors hot...then hitting water....would cause it.
My car had 13k miles when mine failed. I replaced them with some Powerslot Rotors & EBC Break pads....that was 25k miles ago and no more vibrating.
Check your rotors / brakes.

Same happened here after I got my new rims cuz the monkeys at the wheel shop used an airgun to install. Went with EBC drilled and slotted rotors and duralast pads. No more shaking and much better braking. Also, wasnt covered under warranty..."wear and tear"...Bullshit if you ask me
