It should be faster on the side that is broken. So if you turn left signal on and it's fast then left blinker light is out. Good luck and let us know how it go.

One of your bulbs probably got knocked out. Replace the right rear tail light and it should be fine. My friend smacked his car into a snow pile a few years back and his car did the same thing. A new bulb fixed the problem.
