is it normal for the wipers to slow down while they are on delay when you are coming to a stop

Someone else will have a better answer, buut...
yeah, it's normal, our wipers speed up around 50 mph, and slow down under that.

 

kinda like the speed sensitive volume for the radio. The ring on the windshield washer lever that rotates adjusts the sensitivity i believe. Rotate away from you it gets more sensitive, towards you less sensitive.

 

i think there is a steady setting too

 

These cars have speed-sensitive wipers in addition to speed-sensitive steering and radio volume. I'm one of those geeks that READS the O/M front to back,lol.
