Wipers not working
Finally...
Ok, sorry to take so long to reply but I had a few other things going on.
Anyway after my last post I pulled the interior panel and started poking around. I followed the blu/white wire down to a harness and removed the factory applied tape. I find that the wire is spliced into the tan wire of this secondary harness and not insulated. There is another wire bundled in which has no isolation and my guess is these two were making contact. I'm suppose the tan wire was causing a short at the factory which prompted a tech to make a jumper (blu/wht wire) to avoid having to replace the whole wire bundle. This is likely the most affective and efficient procedure and no doubt one GM would support. The part of this I don't think they would support is not properly isolating cut and/or spliced wires.
I cut and isolate the two unused tan wires and use butt connectors on the jumper wire. Re-wrap the bundle with new electrical tape and fire it up. Wipers work as the should and so does boost guage.
This was a pretty frustrating case to deal with but I'm glad I could overcome it with some help from Chevycobaltss3. Who knows how much the dealer would have charged to fix GM's mistake.
