Maybe I am being Capt. Obvious here... if so. flame... but don't the Mods bring the site down for like 5 minutes at a time which is what causes this? Yay or nay? Or was the site legit. down?

No, locking threads does not cause the site to go down... Generally most of our DB errors occur when there is a sudden extreme increase in database queries; ie searches, posts, new threads.

Things mods could do to bring down the site would be to move lots of threads at one time, or delete/restore threads amounting to tens of thousands of posts at one time.
